We have an excllent opportunity for a Data and Compliance Manager join a quality focused Apprenticeship Training Provider organisation. This is a Remote based role.

As Data and Compliance Manager you will provide expertise for a timely and accurate Independent Learning Record (ILR) monthly return, ensuring knowledge is up-to-date and adapted to reflect new and changing requirements. You will be responsible for ILR monthly submissions and data accuracy

The Data and Compliance Manager will also be responsible for ensuring that apprenticeship compliance-based tasks are undertaken for the organisation to remain compliant with ESFA funding rules.

You will develop and implement robust, efficient and funding compliant processes to manage, track and report apprenticeship and funding performance data, providing key and operational performance information to the SLT and external stakeholders.

You will also lead on audit and compliancem overseeing a framework of compliance processes and leading on preparation and oversight of internal and external audit activity.

CANDIDATE PROFILE

  • Experience of leading an ESFA Audit
  • Strong working knowledge of Apprenticeship sector funding rules, ILR specification and associated audit evidence requirements.
  • Prior experience working with the apprenticeship service and apprenticeship related funding rules
  • Sound understanding of the Apprenticeship Accountability Framework
  • Process improvement experience
  • Ability to gather and analyse quality related learner data, generating meaningful insights to make informed decisions and drive quality improvements.
  • Excellent IT skills
  • Strong interpersonal skills to interact with internal and external stakeholders, including clients, regulatory bodies and industry partners.
  • Strong communication skills with a proven ability to engage proactively within a team, stakeholders and colleagues to ensure key business process and data compliance requirements are understood and met.
  • Ability to prioritise workload, exercise good time management and the ability to work to deadline, demonstrating excellent organisational skills
  • Excellent planning and coordination capabilities coupled with data analytical skills
  • High level of commitment to accuracy and attention to detail.
  • A formal audit qualification or certification is desirable, but not essential.

THE ROLE

  • To manage the Compliance function and all associated processes, ensuring strategic and improvement objectives are implemented and embedded.
  • To manage, coach and develop the Compliance team responsible for the data processing and compliance checking of apprenticeship records and key documentation.
  • To ensure the apprenticeship data systems are maintained with a focus on timely and accurate information, including employer records, apprenticeship ILR records, review and engagement data and outcome claim records.
  • To implement a programme of regular review of ILR errors, PDSAT and SCORE reports and ESFA data quality tools, ensuring that apprenticeship records are maintained and optimised for each return.
  • To manage relationships with ESFA and Apprenticeship Service in matters relating to apprenticeship delivery and funding.
  • Work with the Finance team to ensure co-investment, additional payments and other financial contributions/transactions are identified, invoiced and monitored.
  • Work with the Learning Manager and ALS Specialist to ensure that learning support records are entered into the ILR and that records remain compliant throughout the support delivery.
  • Appraise and advise the senior leadership team on matters relating to Apprenticeship funding guidance and compliance changes, as well as opportunities for business growth through new or updated funding opportunities
  • Provide training to colleagues on matters relating to Apprenticeship funding guidance updates, including compliance and process changes.
  • Develop processes that deliver effective and efficient ways of working, whilst achieving a good balance between data and people centric solutions.
  • Lead on internal and external funding assurance audits, testing compliance controls, reporting risks and developing continuous improvement plans.
  • Manage and maintain the risk register for apprenticeships, documenting any areas of statutory risk and/or areas for improvement and liaise with relevant business areas to mitigate/resolve as appropriate.
  • Monitor and report the apprenticeship performance data, trends and forecasts, working closely with the Head of Learning and
  • Delivery to support the quality and business review agendas.
  • Work closely with the Head of Learning and Delivery and Head of Quality to review the apprenticeship data management systems, structure and architecture, ensuring effective integration and efficient processes that deliver an excellent apprentice and employer experience.
  • Create and maintain Apprenticeship Power BI dashboards allowing the management team to effectively manage performance, with clear risk indicators highlighted.
  • Contribute towards the delivery of income targets and ensure that operational activities maximise cost efficiency and income.
  • Carry out high quality appraisals ensuring appropriate objectives are set, training needs are identified, effective feedback is given and underperformance is addressed.
